Meeting summary: The Executive Director updated the Commission on reports due to POST, noted open complaints and incident reports that were more than 90 days overdue, and shared future plans to include letters of commendation in officer records. A summary of the October 18 panel on officer physical health and fitness was also provided. The Legal team reviewed corrections to 555 CMR 1.01(1) regarding agency complaint transmittals within procedural rules, announced the publication of 555 CMR 12.00 on law enforcement records and audits, and noted that MPTC is revising 555 CMR 3.00 on officer training requirements. Recertification discussions focused on evaluating officers’ good moral character and fitness for duty, including physical and behavioral health considerations. The Agency certification initiative was reviewed, and the meeting concluded with a discussion of the draft standard on the officer code of conduct.

The Legal team provided updates on officer recertification, physical and behavioral health standards, and the agency certification initiative.
