    Meeting Summary:  

    The Executive Director acknowledged the recent line-of-duty death of Massachusetts State Police Trooper Kevin Trainor, as well as the recent shooting on Memorial Drive, which are reminders of the hazards inherent in the law enforcement profession. He also acknowledged Peace Officer Memorial Day, which was May 15. 

    The Executive Director then provided an update on this year’s recertification cycle, provided a reminder of the requirements for individuals working details, and shared that the POST Commission sent a notification to law enforcement agencies about Consular Notification on behalf of the State Department. 

    The Finance and Administration Division provided a financial and administrative update, including information about the expected FY27 budget and recent promotions and hirings. 

    Legal Division staff presented the revised Internal Affairs and Officer Complaint Investigation Procedures standard as part of the agency certification initiative. The standard was originally presented in January 2026, and a revised version was presented in March 2026. Staff also shared that the Commission has preliminarily approved seven of the eight statutory agency certification standards, besides the Internal Affairs and Officer Complaint Investigation Procedures standard. Staff shared that the next stage of the agency certification development initiative will focus on compliance.

    The Executive Director provided an update on the officer recertification process for officers whose certifications expire on July 1, 2026. He shared that the POST Commission expects to receive approximately 5,000 recertification applications. The Executive Director also provided an update on the Model Use of Force Policy, including that the Commission intends to ask agencies to confirm that their policies are consistent with the model policy.

    The Finance and Administration Division provided a financial and administrative update, including information about the expected FY27 budget and recent promotions, hires, and other staffing changes.

    The Legal Division presented proposed regulations, which would be codified as 555 CMR 3.00: Law Enforcement Agencies, Officers, and Functions Subject to Regulation. Legal Division staff also presented the revised Internal Affairs and Officer Complaint Investigation Procedures standard as part of the agency certification initiative. The standard was originally presented in January 2026, and revised versions were presented in March and May 2026. The Commission voted to preliminarily approve the standard. Staff then presented two proposals concerning agency certification requirements related to past compliance with other laws, rules, and regulations.
