This guidance takes into account various contextual factors such as age\, disability\, developmental status\, mental health\, linguistic limitations\, and other conditions. Additionally\, there was a discussion of the Commission’s statutory responsibility under Section 15(d) to jointly promulgate rules and regulations with the Municipal Police Training Committee regarding the use of force by law enforcement officers.
