Chappell, Justin (formerly of Weymouth P.D.)

Case No. 23-007-S Final and Initial Decision to revoke certification (PDF) issued January 23, 2024. Summary: The Commission found that Chappell used excessive force on two separate incidents. In the first incident, in February 2022, Chappell employed two closed-fist strikes to the head of an actively resisting individual. Subsequently, in July 2022, Chappell delivered 13 closed-fist strikes to the head of an individual whose hands were secured behind his back in handcuffs.

Donnelly, John (formerly of Woburn P.D.)

Case No. 23-005-S Voluntary Decertification Agreement (PDF) effective April 13, 2023 and Decertification Order (PDF) issued April 21, 2023. Summary: On April 13, 2023, John Donnelly, formerly of Woburn PD, entered into a voluntary decertification agreement with the Commission. It was alleged that, on or about October 13, 2022, Donnelly had attended the white supremacist “Unite the Right” rally in Charlottesville VA and a subsequent complaint alleged that Donnelly engaged in misconduct and/or was unfit to be a police officer in Massachusetts. Donnelly acknowledged that, if these allegations against him were proven by clear and convincing evidence, the POST Commission would be authorized to revoke his certification pursuant to G.L. c. 6E §§ 3(a), 10(a) and/or 10(b).

Dupont, Joseph (formerly of Dighton P.D.)

Case No. SU-2024-001 Decertification Order (PDF) issued May 22, 2024 and Suspension Order (PDF) issued January 24, 2024. Summary: On September 15, 2023, Dupont pled guilty to one felony count of Securities Fraud in the United States District Court for the Southern District of New York. He was sentenced to three years of probation at a $75,000 fine.

Eracleo, Michael (formerly of Acton P.D.)

Voluntary Decertification Agreement (PDF) and Decertification Order (PDF) issued January 4, 2024. Summary: Eracleo entered into a Voluntary Decertification Agreement under which he agreed that the allegations made against him would support revoking his law enforcement officer certification. Those allegations included that: Eracleo inappropriately accepted gifts from a vulnerable member of his community, and he failed to report said gifts to his supervisor; while on duty, Eracleo made inappropriate and unwelcome sexual comments to a civilian employee of his police department; and in relation to his work as a School Resource Officer, Eracleo improperly communicated with a minor student using a social media application that permitted him to receive, and conceal the receipt of, sexually suggestive material.

Farwell, Matthew (formerly of Stoughton P.D.)

Voluntary Decertification Agreement (PDF) and Decertification Order (PDF) issued March 21, 2024. Summary: Farwell entered into a Voluntary Decertification Agreement under which he agreed that the allegations made against him would support revoking his law enforcement officer certification. Those allegations included that: he had a sexual relationship with a member of the Stoughton Police Explorers Program who was 15 years old at the time while Farwell was 27; that Farwell subsequently pursued additional sexual encounters with the victim by various means as recently as 2020; that such encounters continued over an extended period; and that Farwell was untruthful during a law enforcement investigation into the victim’s death.

Festa, James (formerly of Peabody P.D.)

Forte, David (formerly of Needham P.D.)

Case No. 2023-016-S Initial Decision (PDF) issued January 30, 2024 and Final Decision to Revoke Certification (PDF) issued March 21, 2024. Summary: On July 20, 2023, a Federal jury found Forte guilty of one count of Conspiracy to Commit Securities Fraud, and one count of Aiding and Abetting Securities Fraud. Both crimes are felonies under federal law.

Gonzalez, Iancy (formerly of Salem P.D.)

Kennedy, Robert (formerly of Stoneham P.D.)

Murphy, Michael (formerly of Boston P.D.)

Case No. 23-017-S Final Decision to revoke certification (PDF) issued May 22, 2024. Summary: On June 1, 2021, the Respondent pleaded guilty to one count of Conspiracy to Commit Theft Concerning Programs Receiving Federal Funds, in violation of 18 U.S.C. § 371, and one count of Aiding and Abetting Theft Concerning Programs Receiving Federal Funds, in violation of 18 U.S.C. §§ 2 and 666(a)(1)(A). Poore, Blake (formerly of Lenox P.D.)

Summary: In July 2023, Poore was under the influence of lysergic acid diethylamide (“LSD”) and psilocybin while on duty, and he made certain public social media statements concerning the “beneficial” use of such substances. The Commission found that Poore was unfit for duty as a law enforcement officer, was dangerous to the public, and has engaged in a pattern of unprofessional police conduct that may escalate.

Case No. SU-2024-009 Suspension Order and Voluntary Suspension Agreement (PDF) issued February 15, 2024. Summary: Romeos entered into a Voluntary Suspension Agreement under which he admitted that, on November 19, 2022, he was involved in an off-duty single-vehicle accident in Wakefield, New Hampshire, when he was the sole occupant of his vehicle. While driving, his vehicle left the road, striking a large rock and multiple trees before coming to a stop. As a result of the accident, Wakefield police officers responded to the area. When police officers asked for his identification, Romeos initially provided his Essex Police Department credentials. Additionally, when asked, Romeos inaccurately stated that his relative had been driving and had left the scene before police arrived. Romeos was taken to the hospital, where blood testing revealed that his blood alcohol content was nearly three times the legal limit. Romeos was subsequently found guilty of Reckless Operation of a Vehicle and False Reporting of an Accident, in violation of New Hampshire law. His certification was suspended for a period of 18 months.

Case No. 2024-003-S Final Decision (PDF) issued May 3, 2024. Summary: The Commission considered allegations that Rossi failed to take sufficient action to investigate an incident reported to her while she was a lieutenant at the Natick Police Department; and that, during the pendency of the preliminary inquiry, Rossi was involved in a verbal argument with a former colleague. The Commission concluded that there was not clear and convincing evidence of a pattern of unprofessional police conduct, and also found that Rossi would not benefit from retraining. The Commission therefore closed this matter without imposing any discipline.
