July 12, 2021 Meeting Summary: Discussion of proposed rules and regulations under Section 15(d): “The commission and the municipal police training committee established pursuant to section 116 of chapter 6 shall jointly promulgate rules and regulations for the use of force by law enforcement officers consistent with this section and section 14; provided, however, that such regulations may authorize the use of necessary, proportionate and non-deadly force for purposes not explicitly specified in this
chapter where de-escalation tactics have been attempted and failed or are not feasible based on the totality of the circumstances.”

Call to Order
Executive Session – the Commission anticipates that it will meet in executive session in accordance with G.L.c.30A, §21(8) to consider or interview applicants for employment as the Commission’s General Counsel as discussion at an open meeting may have a detrimental effect in obtaining qualified applicants. The public session of the Commission meeting will not reconvene at the conclusion of the executive session.

Under the provisions of M.G.L. c. 30A, the Municipal Police Training Committee (“MPTC”) and the Peace Officer Standards and Training Commission (“POSTC”) will conduct a public hearing for the purposes of gathering comments, ideas, and information concerning a new regulation governing the use of force by law enforcement officers.
Scheduled Hearing Date: August 27, 2021, from 10:00 a.m. to 1:00 p.m.
