Notice of Public Hearing

Under the provisions of M.G.L. c. 30A, the Municipal Police Training Committee (“MPTC”) and the Peace Officer Standards and Training Commission (“POSTC”) will conduct a public hearing for the purposes of gathering comments, ideas, and information concerning a new regulation governing the use of force by law enforcement officers.

Scheduled Hearing Date: August 27, 2021, from 10:00 a.m. to 1:00 p.m.

The Commission then continued its review of draft Phase 1 regulations, focusing on agency complaint reviews, preliminary inquiries, suspensions, and disciplinary hearings. The Executive Director provided an administrative update, along with reports on disciplinary records, certification standards, and the overall certification process. The Commission also discussed the process for issuing advisories.

The Commission reviewed the plan for officer recertification and discussed which agencies fall within or outside the scope of its authority. There was also a discussion on a proposed policy for officers unable to complete in-service or supplemental training due to exceptional circumstances. The meeting concluded with an opportunity for public comment.

The Executive Director provided updates on personnel matters, including the appointment of a Director of Certification, as well as administrative and staffing developments. The Commission discussed the delegation of hiring authority and reviewed the complaint submission form. Additional topics included in-service training requirements and timelines, a discussion of M.G.L. Chapter 123, Sections 12(a) and 12(e), and clarification of in-scope and out-of-scope agencies.
