    The POST Commission held the first meeting of its newly established Certification Subcommittee, which was formed to advise on key certification policy matters—particularly the second round of certification for previously certified officers. All recommendations from the Subcommittee are submitted to the full Commission for final decision.

    Executive Director Enrique Zuniga introduced the Subcommittee members: Commissioners Hanya Bluestone, Larry Calderone (designated as Chair), and Marsha Kazarosian, along with General Counsel Ravitz, Certification Director Steve Smith, and Outside Counsel Lon F. Povich. The meeting included a discussion on the Subcommittee’s purpose and initial policy questions.

    POST Clarifies Disciplinary Reporting Requirements Ahead of LEA Portal Expansion

    The POST Commission is preparing for the full rollout of its LEA portal on March 5, which will give all law enforcement agencies statewide access to submit disciplinary records and reports. At a recent meeting, POST reviewed upcoming reporting deadlines, addressed ongoing questions about reporting requirements, and emphasized the need for consistent data submissions.

    POST reminded agencies of the 90-day requirement to complete internal affairs investigations or request an extension. The Commission also clarified that all allegations involving excessive force, bias, and officer-involved shootings must be reported, as well as any allegations that result in discipline. The only exception applies to minor matters under the “unprofessionalism” category, which agencies are not required to report.

    The timeline for reporting, definitions of complaint types, and the scope of reportable conduct were discussed in detail. POST continues to work on improving data consistency and will release disciplinary records through the LEA portal beginning in February.

    In support of greater transparency, POST is also updating its website. The current POST website continues to provide guidance and resources for reporting as the agency transitions to its upgraded systems. Communications staff are leading the redesign effort, with a launch targeted for August 2024. Requests for responses (RFRs) from web design vendors are due Feb.16.

    Meanwhile, the Governor’s FY25 budget proposes $8.75 million for POST—4% less than anticipated.

    POST Launches LEA Portal Statewide, Prepares for Disciplinary Record Release

    The Commission has officially launched its Law Enforcement Agency (LEA) portal, a new system for submitting disciplinary reports. As of March 4, all agencies across the state have access to the portal. The Executive Director reported that POST has held five training sessions, reaching 250 attendees, and added a dedicated section on its website with reporting requirements, key dates, resources, and training videos.

    The first public release of records submitted through the portal—covering incidents reported after January 31, 2023—is scheduled for May 1.

    In a related update, POST’s Finance team testified before the Joint Ways and Means Committee on March 19 in support of the Governor’s proposed $8.7 million FY25 budget appropriation.
