Meeting Summary: The meeting began with the Executive Director’s review of reports due to POST, including open complaints that had exceeded the 90-day extension period, as well as closed complaints and incident reports where discipline was still pending. The Commission reviewed a proposed expedited plan to recertify officers with last names A–H whose certification expires on June 30, 2025. A recent community meeting in Worcester regarding constables was also discussed. It was clarified that under M.G.L. c. 6E, any constable executing an arrest must be certified by POST; those who are not certified and still make arrests fall within POST’s jurisdiction and are in violation of regulations. Currently, no constables are certified. POST plans to maintain a database of constables and consider future enforcement actions. The meeting also included a financial update on FY25 activity and FY26 budget planning, and the Legal Division provided updates on the recertification process.

An administrative update highlighted the release of the annual report and provided a budget overview. The Legal Division shared several updates, including the launch of a new victim services section on the website, developments in officer recertification, and ongoing research related to officer physical fitness and behavioral health. They also discussed the agency certification initiative, draft standards on use of force and reporting, and the process for relinquishing certification.

Meeting summary: The meeting began with an update on the second round of recertification of 7,852 officers by July 1, 2025. The process has been streamlined to focus on confirming officer details and noting any changes since the last certification. Certification terms will now extend to three years plus the officer’s birth month. The LEA portal will reopen on May 5, 2025 for processing applications. A reminder was issued that agencies must report any job status changes, as unassociated officers will be marked “Expired” at the end of their certification period. Finance reported that 66% of the FY25 budget is committed, and FY26 budget planning and upcoming testimony were also discussed. The Division of Standards shared a caseload update, noting 359 public complaints and 410 agency-submitted cases between October 1, 2024, and March 30, 2025. On average, 30 new public complaints and 17 agency reports are reviewed weekly. As of October 8, there were 84 active preliminary inquiry or disciplinary cases. The legal team covered topics including LEA certification, use of force, and officer response procedures.
