Meeting Summary:

The Executive Director provided an update on the Model Use of Force Policy Self-Assessment, including that the Commission will distribute a Self-Assessment Form to law enforcement agencies to confirm whether their Use of Force Policy is consistent with the Model Policy developed by the POST Commission and the Municipal Police Training Committee, as required by regulations. The Executive Director also introduced a draft agency Use of Force Reporting Form and shared information about which hospital personnel are subject to the Model Use of Force Policy.

The Standards Division provided a report on complaint intake and caseload. From the beginning of March through the end of July 2026, the Division reviewed 467 complaints from the public and another 360 from law enforcement agencies. Staff shared that the Division had 108 active preliminary inquiries (investigations), compared with 101 in March 2026. Since March, the Division completed 17 preliminary inquiries, bringing the total number of matters advanced to the public disciplinary process to 134. Staff also provided information on closed investigations by law enforcement agencies where discipline has been pending for more than 60 days.

The Legal Division re-presented proposed regulations, which would be codified as 555 CMR 3.00: Law Enforcement Agencies, Officers, and Functions Subject to Regulation. The regulations would clarify who is governed by M.G.L. c. 6E and subject to the Commission’s jurisdiction.

The Legal Division then gave an update on An Act Promoting Rule of Law, Oversight, Trust, and Equal Constitutional Treatment, commonly known as the PROTECT Act. Staff shared that the Act seeks to foster community trust, protect residents from discrimination, limit state and municipal participation in civil immigration enforcement while preserving criminal law enforcement authority, and uphold the rule of law.
