What is POST’s role?

The POST Commission is sharing information about the Blue Envelope Program as an educational resource for law enforcement officers, agencies and the public.

The POST Commission does not administer or distribute blue envelopes.

What is the Blue Envelope Program?

The Blue Envelope Program is designed to support safer and more effective communication between law enforcement officers and drivers with autism during traffic stops. 

As part of the program, the driver stores important documents in their blue envelope, including their driver’s license and vehicle registration. Drivers are encouraged to keep their blue envelope visible and within reach and present it to an officer during a traffic stop. 

The blue envelope has information that alerts the officer that the driver has autism and includes guidance for both parties on communicating effectively. Participation by individuals with autism or their parent/guardian is free and voluntary. 

The statewide Blue Envelope Program is established under Massachusetts law. The Massachusetts State Police is responsible for designing the Blue Envelope in consultation with the Registry of Motor Vehicles (RMV) and other organizations. The RMV is responsible for making Blue Envelopes available upon request.
