Meeting Summary:
The Executive Director provided an update on the officer recertification process for officers whose certifications expire on July 1, 2026. He shared that 4,978 officer certifications are expiring on July 1, 2026, and that the Certification Division is processing applications and issuing certification notices.
The Executive Director also provided an update on the Model Use of Force Policy, including that Commission and Municipal Police Training Committee staff conducted two joint training sessions on the Model Policy.
The Finance and Administration Division provided a financial and administrative update, including that the Commission estimates total FY26 spending of approximately $8.48 million. Staff shared that, for the FY27 budget, the Conference Committee approved an appropriation of approximately $8.83 million for the Commission, adopting the lower of the amounts proposed by the House and Senate.
The Legal and Standards Divisions presented proposed revisions to 555 CMR 1.00: Procedural Rules, which govern the handling of complaints by law enforcement agencies. The proposed revisions concern minor matters and complaint-reporting requirements.
The Legal Division then gave a presentation on the Blue Envelope Program, a voluntary program that provides drivers with autism and other invisible disabilities with an envelope for storing documents typically requested during traffic stops. The envelope alerts officers to the individual’s disability, provides communication guidance, and aims to reduce misunderstandings during traffic stops.
