Of the 3\,500 eligible officers\, 1\,400 completed the program\, leaving 51% uncertified. \nPOST also reported that nearly all agencies have submitted recertification applications for officers with last names Q–Z by the June 30 deadline. One agency requested and received an extension. \nCommissioners reviewed a new flowchart outlining how POST interacts with law enforcement agencies in the complaint process—from submission to review and closure. \nThe Commission shared updated data on its disciplinary records catch-up project. Between January 31\, 2023\, and March 5\, 2024\, POST received 590 complaints. A subset of 489 complaints will soon be published; the rest remain pending disciplinary outcomes. Additionally\, the July database will include records of 205 individuals who were never certified\, including those who resigned\, are on leave\, or were terminated. These records will remain public for five years after separation. \nPOST staff gave a live demonstration of the new website\, www.mapostcommission.gov\, highlighting real-time updates\, improved search capabilities\, and expanded functionality. Commissioners responded positively and recommended reviewing the site’s photos to ensure diversity and clarity in its purpose for both law enforcement and the public. \nThe Legal team presented updates on the LEA certification initiative\, reviewed stakeholder feedback\, and outlined the next steps in response to Commissioner input. The final budget awaits the committee’s report\, followed by a legislative vote and review by the Governor. Commissioners also received a staffing diversity update. Commissioner Luma suggested analyzing staff-only metrics—excluding appointed Commissioners—for a clearer view of hiring diversity. \nThe legal team presented options for implementing law enforcement agency (LEA) certification. Commissioners discussed expanding beyond the eight statutory requirements and supported an incremental rollout. They raised questions about staffing and funding to support implementation. DESCRIPTION:POST Clarifies Disciplinary Reporting Requirements Ahead of LEA Portal Expansion \nThe POST Commission is preparing for the full rollout of its LEA portal on March 5\, which will give all law enforcement agencies statewide access to submit disciplinary records and reports. At a recent meeting\, POST reviewed upcoming reporting deadlines\, addressed ongoing questions about reporting requirements\, and emphasized the need for consistent data submissions. \nPOST reminded agencies of the 90-day requirement to complete internal affairs investigations or request an extension. The Commission also clarified that all allegations involving excessive force\, bias\, and officer-involved shootings must be reported\, as well as any allegations that result in discipline. The only exception applies to minor matters under the “unprofessionalism” category\, which agencies are not required to report. \nThe timeline for reporting\, definitions of complaint types\, and the scope of reportable conduct were discussed in detail. POST continues to work on improving data consistency and will release disciplinary records through the LEA portal beginning in February. \nIn support of greater transparency\, POST is also updating its website. The current POST website continues to provide guidance and resources for reporting as the agency transitions to its upgraded systems. Communications staff are leading the redesign effort\, with a launch targeted for August 2024. Once validated\, the records will appear in POST’s public database. Agencies may raise objections to data publication under 555 CMR 8.08\, which outlines the review process involving the Executive Director\, Commission Chair\, and full Commission. \nIn a financial update\, POST reported that 44% of its second-quarter FY25 budget has been committed\, and it expects the Governor’s FY25 budget proposal on January 24. \nThe Division of Standards reported a robust caseload for FY24\, with 561 public complaints and 350 agency-reported complaints received so far.
