SUMMARY:Public Meeting
DESCRIPTION:POST Clarifies Disciplinary Reporting Requirements Ahead of LEA Portal Expansion \nThe POST Commission is preparing for the full rollout of its LEA portal on March 5\, which will give all law enforcement agencies statewide access to submit disciplinary records and reports. At a recent meeting\, POST reviewed upcoming reporting deadlines\, addressed ongoing questions about reporting requirements\, and emphasized the need for consistent data submissions. \nPOST reminded agencies of the 90-day requirement to complete internal affairs investigations or request an extension. The Commission also clarified that all allegations involving excessive force\, bias\, and officer-involved shootings must be reported\, as well as any allegations that result in discipline. The only exception applies to minor matters under the “unprofessionalism” category\, which agencies are not required to report. \nThe timeline for reporting\, definitions of complaint types\, and the scope of reportable conduct were discussed in detail. POST continues to work on improving data consistency and will release disciplinary records through the LEA portal beginning in February. \nIn support of greater transparency\, POST is also updating its website. The current POST website continues to provide guidance and resources for reporting as the agency transitions to its upgraded systems. Communications staff are leading the redesign effort\, with a launch targeted for August 2024. Requests for responses (RFRs) from web design vendors are due Feb.16. \nMeanwhile\, the Governor’s FY25 budget proposes $8.75 million for POST—4% less than anticipated. \nMeeting Materials (PDF) \nMeeting Recording

SUMMARY:Public Meeting
DESCRIPTION:POST Prepares for Statewide Complaint Portal Launch March 1 \nThe Commission announced it will open its complaint and incident reporting portal statewide on March 1\, following a soft launch with selected law enforcement agencies in February. The portal marks a major milestone in enhancing communication and data exchange between POST and law enforcement agencies (LEAs). Training will begin shortly\, and POST will soon announce a new requirement for agencies to submit complaints through the LEA portal. \nTo support the launch\, POST will upload data collected between February 1\, 2023\, and March 1\, 2024\, into the system for agency review and updates. Once validated\, the records will appear in POST’s public database. Agencies may raise objections to data publication under 555 CMR 8.08\, which outlines the review process involving the Executive Director\, Commission Chair\, and full Commission. \nIn a financial update\, POST reported that 44% of its second-quarter FY25 budget has been committed\, and it expects the Governor’s FY25 budget proposal on January 24. \nThe Division of Standards reported a robust caseload for FY24\, with 561 public complaints and 350 agency-reported complaints received so far. POST currently averages 20–25 new complaints per week and is reviewing 26 preliminary inquiries. \nThe Commission concluded the meeting with a performance evaluation of the Executive Director\, noting that objectives were met and the evaluation was positive. \n\n\n\n\n\n\n\nMeeting Materials (PDF) \nMeeting Recording

SUMMARY:Public Meeting
DESCRIPTION:POST Commission Publishes Officer Suspensions\, Reviews Revised Public Database Regulations\, and Delegates Authority on Administrative Suspensions \nAs of January 3\, 2023\, the Peace Officer Standards and Training (POST) Commission has published a list of 15 officer suspensions\, with updates to follow regularly. Suspended officers receive notice and may request a hearing. POST may also issue administrative suspensions for failing to complete in-service training or report required information\, notifying agencies first. \nThe Commission now posts lists of certified and suspended officers and plans to add non-certified individuals soon\, with conditionally certified officers to follow. \nCommissioners reviewed a revised draft of 555 CMR 8.00\, covering databases and public information\, incorporating public feedback and clarifying definitions. The updates allow the Commission to set database launch dates\, expand disciplinary summaries\, and provide more data-sharing options while refining rules on exclusions and protecting sensitive information. Commissioners debated how to balance transparency with fairness\, the definition of a case’s “conclusion\,” and whether some rules should be regulations or flexible policies. The Chair directed the legal team to revise the language for clarity and return with updates. \nThe Commission also approved delegating authority to the Executive Director to lift two types of non-punitive administrative suspensions—training and reporting failures—once an officer complies. \nThe final FY24 budget\, expected to range from $9 million to $11 million\, will be up for a vote at the February meeting. \nMeeting Materials (PDF) \nMeeting Recording
