SUMMARY:Public Meeting
DESCRIPTION:POST Prepares for Statewide Complaint Portal Launch March 1 \nThe Commission announced it will open its complaint and incident reporting portal statewide on March 1\, following a soft launch with selected law enforcement agencies in February. The portal marks a major milestone in enhancing communication and data exchange between POST and law enforcement agencies (LEAs). Training will begin shortly\, and POST will soon announce a new requirement for agencies to submit complaints through the LEA portal. \nTo support the launch\, POST will upload data collected between February 1\, 2023\, and March 1\, 2024\, into the system for agency review and updates. Once validated\, the records will appear in POST’s public database. Agencies may raise objections to data publication under 555 CMR 8.08\, which outlines the review process involving the Executive Director\, Commission Chair\, and full Commission. \nIn a financial update\, POST reported that 44% of its second-quarter FY25 budget has been committed\, and it expects the Governor’s FY25 budget proposal on January 24. \nThe Division of Standards reported a robust caseload for FY24\, with 561 public complaints and 350 agency-reported complaints received so far. POST currently averages 20–25 new complaints per week and is reviewing 26 preliminary inquiries. \nThe Commission concluded the meeting with a performance evaluation of the Executive Director\, noting that objectives were met and the evaluation was positive. \n\n\n\n\n\n\n\nMeeting Materials (PDF) \nMeeting Recording

SUMMARY:Public Meeting
DESCRIPTION:POST Clarifies Disciplinary Reporting Requirements Ahead of LEA Portal Expansion \nThe POST Commission is preparing for the full rollout of its LEA portal on March 5\, which will give all law enforcement agencies statewide access to submit disciplinary records and reports. At a recent meeting\, POST reviewed upcoming reporting deadlines\, addressed ongoing questions about reporting requirements\, and emphasized the need for consistent data submissions. \nPOST reminded agencies of the 90-day requirement to complete internal affairs investigations or request an extension. The Commission also clarified that all allegations involving excessive force\, bias\, and officer-involved shootings must be reported\, as well as any allegations that result in discipline. The only exception applies to minor matters under the “unprofessionalism” category\, which agencies are not required to report. \nThe timeline for reporting\, definitions of complaint types\, and the scope of reportable conduct were discussed in detail. POST continues to work on improving data consistency and will release disciplinary records through the LEA portal beginning in February. \nIn support of greater transparency\, POST is also updating its website. The current POST website continues to provide guidance and resources for reporting as the agency transitions to its upgraded systems. Communications staff are leading the redesign effort\, with a launch targeted for August 2024. Requests for responses (RFRs) from web design vendors are due Feb.16. \nMeanwhile\, the Governor’s FY25 budget proposes $8.75 million for POST—4% less than anticipated. \nMeeting Materials (PDF) \nMeeting Recording

SUMMARY:Public Meeting
DESCRIPTION:POST Advances Officer Recertification\, Approves New Regulations and Certification Timeline \nThe POST Commission reported continued progress on officer recertification efforts\, with the certification portal opening on May 1\, 2024\, for officers with last names Q–Z. The certification team is processing submissions ahead of the June 30 deadline. \nThe Division of Standards is focused on the “catch-up” project—verifying complete disciplinary records between January 31\, 2023\, and March 5\, 2024. Agencies have been asked to review and close out any open complaints to support this effort. \nIn a financial update\, the House concluded its FY25 budget debate on April 26\, maintaining POST’s $8.75 million appropriation. However\, the Senate’s proposed budget includes a $90\,000 reduction\, lowering the appropriation to $8.66 million. \nThe Commission voted to approve draft regulations under 555 CMR 12.00\, which cover the maintenance\, reporting\, and auditing of law enforcement records and information. The approval moves the draft into the formal promulgation process. \nThe subcommittee on certification also proposed a new timeline for officer recertification—three years plus the officer’s birthday—to help evenly distribute agency workload and provide a consistent reminder for officers. The Commission voted to approve and ratify the updated schedule. \n\n\n\n\nMeeting Materials (PDF)\n\nMeeting recording

SUMMARY:Public Meeting
DESCRIPTION:POST Commission Introduces Plans for Mandatory Agency Certification\, Announces Changes to the Disciplinary Records database\, Honors Outgoing Member\, Prepares for Certification Deadline \nThe POST Commission recognized Commissioner Larry Ellison with a certificate of appreciation for his service. Commissioners thanked Ellison for his contributions and welcomed his successor\, Commissioner Eddy Chrispin\, appointed by the Attorney General. \nExecutive Director Enrique Zuniga reported that the June 30 certification deadline is quickly approaching. POST is actively contacting departments that have not submitted certification information and plans to publish the names of non-compliant agencies. \nPOST continues making progress on the disciplinary records catch-up project. Starting July 1\, certain records will be removed from the public database under 555 CMR 8.06(4)(b)(13)\, which excludes records of former officers who were certified more than three years ago\, unless the officer was decertified. In addition\, the July 2024 disciplinary records database will include POST-imposed discipline\, such as decertifications\, which were previously listed only in the “Decisions and Orders” section of the website. \nOn the financial front\, the FY25 budget remains in the Conference Committee phase\, with the House recommending $8.75 million and the Senate proposing $8.66 million. The final budget awaits the committee’s report\, followed by a legislative vote and review by the Governor. Commissioners also received a staffing diversity update. Commissioner Luma suggested analyzing staff-only metrics—excluding appointed Commissioners—for a clearer view of hiring diversity. \nThe legal team presented options for implementing law enforcement agency (LEA) certification. Commissioners discussed expanding beyond the eight statutory requirements and supported an incremental rollout. They raised questions about staffing and funding to support implementation. Unlike other states that offer voluntary certification\, Massachusetts aims to become the first with a mandatory agency certification program. \nMeeting Materials (PDF) \nMeeting Recording \n

SUMMARY:Public Meeting
DESCRIPTION:POST Commission Marks Bridge Academy Completion\, Welcomes New Members\, and Advances Agency Certification Initiative \nAt its latest meeting\, the POST Commission welcomed two new members\, Commissioner Eddy Chrispin and Commissioner Clyde Talley. \nThe Commission marked the official conclusion of the Bridge Academy on June 30\, 2024—an important milestone in implementing the police reform law (Chapter 253 of the Acts of 2020). The Academy\, a one-time\, no-cost initiative created by EOPSS and MPTC\, provided 200 hours of training and a 2\,400-hour work requirement for reserve and part-time officers who lacked the full 800-hour training. Of the 3\,500 eligible officers\, 1\,400 completed the program\, leaving 51% uncertified. \nPOST also reported that nearly all agencies have submitted recertification applications for officers with last names Q–Z by the June 30 deadline. One agency requested and received an extension. \nCommissioners reviewed a new flowchart outlining how POST interacts with law enforcement agencies in the complaint process—from submission to review and closure. \nThe Commission shared updated data on its disciplinary records catch-up project. Between January 31\, 2023\, and March 5\, 2024\, POST received 590 complaints. A subset of 489 complaints will soon be published; the rest remain pending disciplinary outcomes. Additionally\, the July database will include records of 205 individuals who were never certified\, including those who resigned\, are on leave\, or were terminated. These records will remain public for five years after separation. \nPOST staff gave a live demonstration of the new website\, www.mapostcommission.gov\, highlighting real-time updates\, improved search capabilities\, and expanded functionality. Commissioners responded positively and recommended reviewing the site’s photos to ensure diversity and clarity in its purpose for both law enforcement and the public. \nThe Legal team presented updates on the LEA certification initiative\, reviewed stakeholder feedback\, and outlined the next steps in response to Commissioner input. The public comment period remains open through August 9. \nMeeting Materials (PDF) \nMeeting Recording

SUMMARY:Public Meeting
DESCRIPTION:POST Commission Advances Certification\, Approves Policy Updates\, Elects New Officers \nThe POST Commission reported ongoing progress in officer certification and disciplinary record reviews. The certification team continues to update the status of nearly 21\,000 officers and is working to confirm the status of those with expired certifications. \nAs part of the historical disciplinary records review\, POST is analyzing 150 records from 46 agencies involving terminations\, resignations\, or other serious matters. Some of these may require publication. POST is contacting agencies that need to revise or resubmit their records. \nThe Commission confirmed that its new website is now live\, offering improved accessibility and real-time updates. \nCommissioners elected Charlene Luma as Treasurer and Marsha Kazarosian as Secretary. \nThe Commission also reviewed progress on 555 CMR 12.00\, which governs the maintenance\, reporting\, and auditing of law enforcement records. The initiative began in May 2023\, and POST held a public hearing on August 1. A revised version of the regulations—reflecting stakeholder input—is expected in September. \nPOST staff provided an update on the Agency Certification Initiative\, which is based on eight statutorily mandated standards. While other programs like CALEA and MPAC include over 100–180 standards\, the Commission is considering whether to expand its own. POST received 19 comments by the August 9 deadline; most supported adding more standards but recommended a phased approach to ensure effective implementation of the initial eight. \nCommissioners expressed support for adopting standards on bias-free policing\, data collection\, and community engagement\, and suggested adding standards on sexual harassment\, conflicts of interest\, officer wellness\, and equipment standardization. A draft on use-of-force standards (different from the use of force policy) will be discussed in a future vote. \nThe Commission approved several new policies: \n\nPolicy Prohibiting Unauthorized Possession of Weapons in POST offices\, with a condition requiring disclosure if someone is carrying a weapon.\nPolicy for Appointment of Hearing Officers\, allowing the Chair to appoint or remove a retired MA Superior Court judge as hearing officer.\nPolicy for Appointment of a Single Commissioner for adjudicatory proceedings when an officer’s certification is suspended\, also approved.\n\n\n\n\n\n\n\n\nMeeting Materials (PDF) \nPublic Hearing Comments on CMR 12:00: Maintenance\, Reporting\, and Audits of Law Enforcement Records and Information (PDF) \nComments on Law Enforcement Agency Certification Standards (PDF) \nWatch Recording \n

SUMMARY:Public Meeting
DESCRIPTION:Commission Advances Use of Force Standard\, Reviews Overdue Agency Reports and FY24 Spending \nAt its latest meeting\, the POST Commission approved the draft Use of Force standard for inclusion in the certification regulations for law enforcement agencies. The draft includes clarifications on key principles\, updates on de-escalation requirements\, and guidance to help agencies develop compliant policies. \nThe Commission also received an informational presentation on the Use of Force Reporting standard\, which outlined reporting requirements for use of force incidents\, excessive force allegations\, public complaints\, investigative procedures\, record and evidence maintenance\, and training. \nAs part of its ongoing oversight\, the Commission identified three categories of records that require agency updates through the LEA portal: open complaints and incident reports overdue by more than 90 days\, internal affairs reports closed but pending disciplinary action\, and public complaints forwarded to POST that are awaiting agency responses. Currently\, 84 agencies have at least one outstanding report\, with Massachusetts State Police\, Boston Police Department\, Springfield Police Department\, and Lawrence Police Department each having more than 10 records to update. \nThe legal team introduced a revised draft of 555 CMR 12.00\, governing the maintenance\, reporting\, and auditing of law enforcement records. The updated version incorporates feedback from public comments and stakeholders. \nIn financial news\, the Commission reported final FY24 spending at $7.6 million—90% of the allocated budget. For FY25\, the largest anticipated expenses include payroll\, information technology\, and office space. \n\n\n\n\n\n\n\nThe legal team updated the Commission on the Agency Certification Initiative\, shared additional comments on certification standards\, and outlined a proposed timeline for finalizing the regulations. As part of this effort\, the Commission invited public feedback on the draft Code of Conduct standard\, which outlines ethical conduct\, prohibitions\, and accountability requirements for officers. \n\n\n\n\n\n\n\nMeeting Materials (PDF) \nWatch Recording

SUMMARY:Public Meeting
DESCRIPTION:Commission Approves Key Policy Updates\, Reviews Complaints and Recertification Standards \nThe POST Commission approved several major updates and reviewed ongoing initiatives related to officer certification\, complaint trends\, and fitness standards. \nIn its semiannual report\, the Division of Standards reported receiving an average of 30 public complaints and more than 10 agency-submitted complaints per week between January 11 and September 30\, 2024. Additionally\, the Division updated the Commission on active preliminary inquiries\, suspensions\, and decertifications. \nThe legal team presented revisions to the 555 CMR 12.00 regulations\, reflecting stakeholder input and feedback from a public hearing. The Commission approved the updated draft with further changes based on that engagement. \nRecommendations from the Subcommittee on Certification Policy were presented following seven public meetings held from February to October 2024. The discussions focused on the upcoming 2025 recertification cycle and covered topics including draft recertification regulations 555 CMR 7.00\, the structure and timing of recertification\, physical and psychological fitness\, in-service training\, oral interviews\, examinations\, and performance reviews. \nThe Commission updated the definition of “conditional certification” to require it in cases where an applicant cannot obtain full certification due to hardship\, approved leave\, or unmet training requirements. However\, they prohibited conditional certification in cases involving more serious failures\, such as a failed background check\, felony conviction\, or lack of character and fitness. \nThe legal team also outlined the regulatory requirement that officers demonstrate good moral character and fitness for employment. The Commission discussed the handling of “unsubstantiated” versus “credible” complaints\, with some members cautioning against dismissing patterns of allegations that may not have been substantiated but could signal larger issues. Others emphasized fairness to officers and the risk of over-relying on unproven complaints. The Commission agreed to seek further clarification before holding a vote. \nThe legal team raised a policy question to the Commission about whether appointing authorities should be required to submit a written explanation for an officer’s positive attestation. Under current rules\, only negative attestations require written justification. Commissioners discussed whether extending this requirement to submit positive written attestations may create an undue administrative burden\, particularly for larger agencies. The Commission will continue this policy discussion in future meetings. \nThe legal team presented an updated use of force draft standard revised with feedback from the MPTC. The Commission asked to further review feedback for future discussion. \nTo support future policy development\, the Commission approved a new survey on officer physical and psychological fitness to be distributed to agencies with a one-month response window. Results will be reviewed at a future meeting. In addition\, a panel discussion featuring six experts on officer fitness standards will take place on October 18\, available both in person and virtually. \nThe Commission also received an update on FY26 budget development. The team is preparing a maintenance budget due to the Administration and Finance Office by October 22\, ahead of the Governor’s budget filing on January 22\, 2025. \nMeeting Agenda (PDF) \nMeeting Materials (PDF) \nWatch Recording
